IPTV(Internet Protocol Television)의 기술적 정의

이번 포스트에서는 IPTV라는 용어의 기술적인 정의를 하고자 한다.
국내외 관련 표준화 단체 등에서 정의한 기술적 용어 정의를 통해 기본적인 IPTV의 이해를 돕고자한다.

첫번째 그림은 개념적인 도식으로서 유비쿼터스 개념이 도입된 IPTV 서비스에 대한 단상으로 이해될 수 있다.
즉, 유비쿼터스에서 주창하는 것처럼 any time, any where, any device 를 통하여 각종 컨텐츠에 대한 서비스를 받는 것이다.

IPTV 정의 및 개념 (국내외 표준화 단체에서 정의한 내용)

1. By ITU-T Focus Group
FG-IPTV

“IPTV is defined as multimedia services such as television/video/audio/text/graphics/data delivered over IP based networks managed to provide the required level of QoS/QoE, security, interactivity and reliability” (2006.7.)

2. By IBM Institute
The use of an IP broadband network to delivery TV content
- Not open Web TV, as it is commonly mistaken
- Mostly involving conditional access & set-top-box equipment similar to current service provided by digital satellite & cable companies

3. By ATIS IPTV Exploratory Group (IEG)
- the secure and reliable delivery to subscribers of entertainment video and related services.
- Including Live TV, Video On Demand (VOD) and Interactive TV (iTV)
- Delivering across an access agnostic, packet switched network that employs the IP protocol to transport the audio, video and control signals
- In contrast to video over the public Internet, with IPTVdeployments, network security and performance are tightly managed to ensure a superior entertainment experience, resulting in a compelling business environment for content providers, advertisers and customers alike.

4. By 방송통신위원회
초고속 인터넷망을 이용하여 인터넷 프로토콜 방식으로 이용자의 요청에 따라 양방향으로 실시간 방송콘텐츠, 주문형비디오(VOD), 인터넷, 전자상거래 등 다양한 멀티미디어 콘텐츠를 제공하는 서비스

5. By Wikidipia
- a system where a digital television service is delivered using Internet Protocol over a network infrastructure, which may include delivery by a broadband connection.
- A general definition of IPTV is television content that, instead of being delivered through traditional broadcast and cable formats, is received by the viewer through the technologies used for computer networks.
- typically supplied by a service provider using a closed network infrastructure. This closed network approach is in competition with the delivery of TV content over the public Internet, called Internet Television.

이렇게들 정의하고 있다.

정리해보면 다양한 멀티미디어 컨텐츠를 IP망(QoS가 보장된)을 이용하여 사용자의 단말(TV가 되겠다)에 전달하는 서비스이다.

우리나라에서는 IPTV를 방송으로 볼지, 통신으로 볼지 갑론을박이 계속되어 왔었고, 얼마전 IPTV는 방송이다 라고 결론을 내린 상태다.
이게 간단해 보이지만, 관련된 법률이나 규정들이 많이 다르므로(각 이해집단에 따라) 지난한 싸움이 있었고 최근에야 결론을 내려 놓은 상태이다.
